Investments for hydrogen and electricity infrastructure expansion in industrial clusters are not easy to determine due to the deep uncertainties related to e.g. the energy transition. These deep uncertainties call for an adaptive investment plan for energy-infrastructure. In the Windmaster project the potential of the innovative ‘multi-modeling and deep uncertainty approach’ as a means to develop such adaptive investment plans has been investigated for energy-infrastructure in the Port of Rotterdam. Apart from the innovative modeling approach, the project was notable for the close cooperation between the various stakeholders that influence the actual energy-infrastructure planning in the area.
